People log in and do something: book, talk, pay, follow a case, run a team. My advice, in most cases: a website to be found and to convince, a web app to serve your users straight away, and the mobile app afterwards, once the usage is proven. It avoids tying up a budget in an app store before you know what people actually want.

These figures are orders of magnitude, not a price list. The actual price depends on what the application must do, and is set after scoping — it may well differ from what was first imagined, in either direction. Payment in three stages: 45% on signature, 30% at the halfway point, 25% on delivery.
